On your query, you may visit the NKTI Official Website at http://nkti.gov.ph for the contact information of the Social Service.
The Social Worker will first have to interview you and determine if you are qualified to be given aide. You may call them to find out of the operation for your father is performed there.

Another entity from where you can seek assistance is the Philippine Charity Sweepstakes,www.pcso.gov.ph it is located at E. Rodriguez Sr. Ave in Quezon City, when you go there, pls. bring all the hospital records and bills you paid the hospital and make a letter to them stating what you just shared abuot why you need help. A social worker will interview you and process your paper. Then depending on their interview, they can release a certain amount that could cover your entire or portion of your expenses. I believe the maximum they can release is P100,000.00
